Born in Koksilah on Vancouver Island near Duncan, British Columbia, he trained under celebrated Kwakwaka'wakw totem artist Henry Hunt at the Provincial Museum of British Columbia. While both carved totem poles—structures not traditionally used by the Coast Salish, who typically produced house posts with human figures—Charlie worked within the Salish carving tradition rather than Hunt's Kwakwaka'wakw style. Known for his profound knowledge of Cowichan language, history, oral traditions, and ceremonial practices, Charlie combined tradition with innovative forms of expression, contributing to a revival of Coast Salish art. His work is characterized by a distinctive adzed texture, and his designs were often inspired by Hul'qumi'num oral traditions, such as his Qualicum Beach pole featuring an eagle with a dog salmon atop a bear with a traditional Salish Swaixwhe mask. He mentored artists including Jane Marston, Luke Marston, and John Marston, and was the father of Cowichan elder Arvid Charlie Luschiim. His many honors include the Canadian Centennial Medal (1967), the Order of British Columbia (2001), and the Order of Canada (2003).
